US Department of Commerce concludes anti-dumping duty review on Indian stainless steel bars

The US Department of Commerce has concluded its administrative review of the anti-dumping duty order on stainless steel bars (SS bars) from India, covering the period from 1 February 2022 to 31 January 2023. The review found that several producers/exporters sold SS bars at prices below normal value. However, Aamor Inox Limited, one of the Indian companies reviewed, was found to have sold its products at fair market value and, thus, has not incurred anti-dumping duties.

The final results reveal the following estimated weighted-average dumping margins: Laxcon Steels Limited and its affiliates, including Ocean Steels Private Limited, Metlax International Private Limited, Parvati Private Limited, and Mega Steels Private Limited, received a margin of 0.70%. Similarly, companies not individually examined in this review, such as Astrabite LLP and Venus Wire Industries Private Limited, received the same margin of 0.70%. Aamor Inox Limited received a margin of 0.40%, which is considered de minimis and effectively results in no additional duties.

Starting 10 September 2024, importers will need to adhere to updated cash deposit requirements for SS bar shipments entering or withdrawn from warehouses. The final rates established will be applied, with a continuing all-others rate of 12.45% for unexamined producers or exporters.

The Department of Commerce will issue assessment instructions to US Customs and Border Protection (CBP) no earlier than 35 days after the publication of the final results. Importers are reminded of their responsibilities regarding the reimbursement of anti-dumping duties and the handling of proprietary information under administrative protective orders (APO).
