Turkiye imposes anti-dumping duties on HRC imports

Turkiye has imposed anti-dumping duties on imports of hot-rolled coil (HRC) originating from China, India, Japan, and Russia. The tariffs, ranging from 6.10% to 43.31% of the CIF value, are aimed at protecting domestic steel producers from unfair competition.

The decision follows an anti-dumping investigation initiated in October 2023, which found that steel imports from these countries were being sold at dumping prices, threatening the development of Turkiye's domestic steel production. The highest tariffs were imposed on Chinese products, with rates ranging from 15% to 43%. Imports from Russia, India, and Japan face tariffs between 6% and 9%.

The introduction of these anti-dumping measures aligns with Turkiye's efforts to combat unfair competition from cheap imports, particularly steel, which is a vital sector of the Turkish economy. In recent years, there has been a significant increase in steel imports from China and Russia, leading to lower domestic prices and adversely affecting Turkish manufacturers.

Products subject to the customs tariffs fall under HS codes 7208, 7211, 7212, 7225, and 7226. Moreover, Indian HRC exports to Turkiye dropped sharply by 91% to 53, 521 tonnes (t) in calendar year 2023 (CY'23) against 5,69,609 t in CY'22.
