Turkiye begins AD investigation on imports of HRC

In a recent development, Anti Dumping (AD) investigations have been opened for Chinese, Indian, Japanese and Russian hot rolled flat steel being imported in Turkiye. Two important regulations for the steel industry were published in the official Gazette.

The first regulation opens a dumping investigation into imports of hot rolled flat steel from China, India, Japan, and Russia.

What happened? This follows an application by the Turkish Steel Producers Association on behalf of domestic producers. After examining the evidence, it was determined that there was enough information, documentation, and proof to start a dumping investigation. Based on the decision of the Unfair Competition in Import Assessment Board, a dumping investigation was opened on the product subject to the application, which originated in China, India, Japan, and Russia.

Rise in Turkiye steel imports in CY'23 - Turkiye imported 13.6 mnt steel (flats, longs & semis) in CY22. Out of this, share of flat steel imports was nearly 8 mnt followed by semi finish steel at 4.8 mnt. Russia accounted for the largest share of Turkish steel imports at 5.2 mnt, followed by China (1.7 mnt), South Korea (0.8 mnt) and India (0.7 mnt).

Turkiye's steel imports have risen to nearly 11.6 mnt in Jan-Aug'23 with Russia, China and South Korea being the top exporting countries.
