Pakistan Imposes Dumping Margins on Chinese Rebar

Pakistan's National Tariff Commission (NTC) announced a preliminary dumping margin of 53% on imports of Chinese rebars on Tuesday, 23rd May.
However, the commission has not imposed anti dumping duty or any other duties on rebars, the decision is yet to come in next 180 days. The period for injury determination will be done from of 1st July 2013 to 30th June'16.
This investigation started on 14th Oct'2016 when the large producers based in Pakistan like Amreli Steels, Agha Steel Industries and Abbas Engineering Industries, alleged that china exported the rebars at dumped prices to Pakistan which is adversely affecting the Pakistan-origin material.
Reportedly, Steel production in the country has increase and there are expansion plans by the large steel makers for the coming years. The average rebar production in Pakistan is approximately at 7.0 MnT per annum.
It seems, if the govt does not carry forward the provisional duty in future & no restriction on imports, domestic steel industry will be adversely affected.
Although, challenges are high with the government & steel makers as rebar/long steel are imported in the form of scrap.
The commission has established duty on preliminary basis, which the domestic industry suffered material injury on account of imports, price fall, reduced market share and the magnitude of the dumping margin.
