India imposes Provisional Anti-dumping duty on Coated Flat Steel Products

As per the latest updates, India has imposed provisional anti dumping duty on the imports of aluminium and zinc coated flat products from three countries including China, Vietnam and Korea, according to a notification of the Finance Ministry . Aluminium and zinc coated flat products are used in infrastructure projects, solar power plants, roofing, and white goods.

Notification: Anti-dumping duty on aluminium & zinc coated flat steel products

1) The products on which duty is imposed are covered under chapter 7210 , 7212, 7225, 7226 of Customs Tariffs Act,1975 and the tariffs ranges from USD 28.67 to USD 199.53.

2) The subject goods do not include the flat rolled steel products coated with Zinc without addition of Aluminium, flat rolled steel products coated with Aluminium without addition of Zinc, and pre-painted or colour coated Aluminium Zinc alloy coated steel sheets (Pre-coated SGL sheets).

3) The duty on coated products imports from Korean steelmakers ranges from USD 28.67 to USD 122.66 per tonne, from Vietnamese steelmakers from USD 45.35 to 199.53 per tonne and from Chinese steel manufacturers from USD 68.08 to USD 129.59 per tonne.

4) The provisional duties have been imposed for the period of six months starting from the date of notification which is 15 Oct'19.

5) This anti-dumping duty on coated products case dates back to 3 April 2019 when the Commerce Ministry's arm, DGTR had initiated anti-dumping duty investigation on the imports of above mentioned coated products, the petition for which was filed by JSW Steel coated Products Limited.

6) On 15 July, the DGTR had issued its preliminary finding on the case and had found sufficient evidence of dumping of the goods by these countries, thus recommending the provisional duties of USD 28.67 to USD 199.53 on the mentioned coated products. The investigation covered the period from October 2017 to September 2018. However, the directorate also covered the data of 2015-18.

7) As per the DGTR findings, the imports of products from the subject countries increased from 18,220 tonnes in 2015-16 to 2,09,676 between Oct'17-Sep'18, which was the actual period of investigation.
