The Ministry of Road Transport and Highways has issued the draft notification pertaining to Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility Amendment) Rules on 10 Mar'22, which lays down the procedures for establishment of Registered Vehicle Scrapping Facility (RVSF).
The amendments to the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules dated 23 Sept'21 lay down the procedure for the establishment of a registered Vehicle Scrapping Facility (RVSF).
These amendments have been done to simplify and digitalise the process of vehicle scrapping for all stakeholders in the ecosystem, such as vehicle owners, RVSF operators, dealers, regional transport authorities, etc.

- Provision for vehicle owners to apply for vehicle scrapping to apply digitally.
- Necessary checks to be done from the "Vehicle" database before the submission of application, failing which the application shall not be submitted.
- Introduction of undertaking by vehicle owner and RVSF operator at the time of vehicle submission to ensure transparency.
- Inclusion of more details in the certificate of deposit pertaining to the vehicle submitted for scrapping. The certificate is valid for two years.
- Introduction of transfer certificate of deposit to keep the proof of digital transaction.
- Provision for vehicle owners to apply for vehicle scrapping to apply digitally.
