Eurasian Economic Union initiates anti-dumping duty investigation on GE Imports from China

On 9 April 2020, Eurasian Economic Union (EAEU) initiated anti-dumping duty investigations on the import of Graphite electrodes originating from China. As per the notification received one of the applicants is Russia's only GE producer Energoprom Group that contributes to more than 50% of the total GE production in EAEU region.
The electrodes under consideration are of size are not more than 520mm and are classified under HS code 8545110089. The application says that the apparent consumption of electrodes in EAEU region during 2017-19 decreased by 7.1% whereas the volume of goods imported from China surged by 44%, resulting in decreased sales volume of the domestic producers in EAEU.
In case of Q4 2019 vs (Q4 2017 and Q1 2019) the growth rate in the volume of GE imports from China to EAEU stood at 3.2 and 2.5 times respectively. However, the growth rate in the consumption volume of GE in the EAEU region stood 7.6% and 35.5% respectively. The GE sales volume reduced in the EAEU region by 46% and 21% respectively during Q4 2019 vs (Q4 2017 and Q1 2019). In terms of output, the GE production volume in EAEU market decreased by 13.6% in 2019 against 2017.
Within 60 calendar days from the date of the investigation initiation, the Department will accept comments and information relevant to the investigation from the interested parties. Whereas participants in the investigation may request a public hearing within 45 days of the investigation initiation.
According to the data maintained with SteelMint research, Russia's GE imports increased from 44,532 tonne in 2017 to 50,872 tonne in 2019, with percentage share of China in total imports increasing from 52% in 2017 to 54% in 2019.
