Chinese Export of Prefabricated Buildings Stagnant in 2017

According to China's customs data, it has been observed that growth in country's exports of prefabricated buildings, which was growing at a CAGR (Compounded annual growth rate) of 5% from the year 2007 has stalled in 2017
The country's export of prefabricated buildings that comes under HS code 9406 stood at half a million tonne in 2007. However, in 2015 the same stood at 0.73 MnT which increased by 13% y-o-y basis to 0.82 MnT. The export volume in first ten months of 2017 (from Jan-Oct) stagnated at 0.67 MnT against 0.71 MnT in the corresponding period of previous year 2016.
In 2016, out of country's total prefabricated buildings export, about 25% exports of 0.21 MnT were targeted to six ASEAN countries including Indonesia, Singapore, Thailand, Malaysia, Vietnam and Philippines. This was 44% higher than what it was exported to the same countries in 2015.
However, in first ten months of 2017 country's prefabricated building export volume to six ASEAN countries dropped significantly by 33% y-o-y to 0.12 MnT.
From Jan-Oct'17, country's export to Indonesia stood highest at 44,803 tonnes, Philippines at 35, 937 tonnes, Singapore at 15,014 tonnes, Thailand at 10,770 tonnes, Malaysia at 10,123 tonnes, and Vietnam at 2,541 tonnes.
Country's export to non-ASEAN countries increased by a double digit of 12% y-o-y to 0.56 MnT in the same period of 2017.Among the non-ASEAN countries, U.S, UK, Russia and France were the largest export destinations for China's prefabricated buildings, with volume at 41,459 tonnes, 27,586 tonnes, 26,463 tonnes and 24,320 tonnes respectively in the first ten months of 2017.
China's domestic scenario
In Sep'16, Chinese government had released a circular to promote the use of prefabricated construction in an attempt to promote new type of urbanization which is conducive to resource conservation.
According to the circular, the Beijing-Tianjin-Hebei region, Yangtze River Delta region, Pearl River Delta region and other cities that were populated by more than 3 million permanent residents were the main areas to promote the new mode of construction. The circular presented a target of 30% of newly added buildings for prefabricated buildings in next 10 years.
