Odisha Government Makes Amendment in Licensing for Mineral Transportation

Steel & Mines Department, Government of Odisha has recently issued notification for amendment in licenses for mineral transportation. The govt. has made the amendments in the Odisha Minerals (Prevention of Theft, Smuggling and Illegal Mining and Regulation of Possession, Storage, Trading and Transportation) Rules 2007.

The various amendments made are as follows:

1. All persons and companies owning trucks or any other motorized vehicle used for transportation of mineral by road or through water way are required to be registered with the Director of Mines and Geology or the Department handling mining matters in the State Government. The owner of the vehicle shall deposit INR 1,500 which was previously INR 500 per vehicle towards registration fee. The registration shall remain valid for five years which was previously two years from the date of issue of the Code number.

2. Any person who intends to purchase and transport mineral(s) upto a quantity
specified by Government from time to time in respect of each mineral for use or
consumption by him without obtaining a trading licence shall make an application for his registration separately for each mineral. The registration shall remain valid for five years which was two years previously from the date of issue subject to further renewal for a period not exceeding five years at a time on satisfactory performance of the consumer during the period of registration.

3. A transporting agent is one who engages directly in business of transportation of coal and other minerals by road from the source of mineral to the point of end use or export. No person or company shall act as Transporting Agent unless he holds a valid registration for entire state of Odisha, granted by the Deputy Director or Mines or mining officer as the case may be, of the respective mining circle in which the head office or state level officer agent is situated. The application made to the registering authority shall be accompanied by a fee of INR 15,000 which was earlier INR 5,000 should be deposited towards registration. The registration shall remain valid for five years instead of two years from the date of registration.
